Colonel L'Inshere Calls for Meeting with Monitor Prime Halliwell

Palanthas - Last night, members of the Blue Partisans and Palanthas Spears battled for the first time outside the walls of the palace in nearly a fortnight, and Colonel Donovan L'Inshere delivered a strong message for Monitor Prime Grayson Halliwell.
According to one eyewitness three Blue Partisans were patrolling the Central Plaza area when they encountered L'Inshere, Warrant Officer Jürgen Culver and an unidentified third member of the Spears.
Gregory D'Amato, a carpenter who was cleaning his storefront when he witnessed the clash told the Herald, "The colonel stepped forward and set his spear like he was challenging them. All three of the Blues used those staves they have to stop him in his tracks, but the colonel shrugged their magic off like nuthin'. Then they all fought, and the Blues all were disarmed. Then the colonel grabbed one of them by the collar and said "Take this message to Grayson Halliwell: We've found a way to level the playing field, and we know you're the one who's running things. Meet with me and the other rebels to end this nonsense, or the next time the Spears come to the palace, it'll be in full force that we can serve you an eviction notice." No men on either side were killed or seriously wounded, D'Amato said.
The Spears could not be reached for comment, nor did Monitor Prime Halliwell have an immediate response.
Now that the Blue Partisans are sulking around outside the palace again, the PCs are given a covert mission to watch the palace and find out how many Blues are still inside. If possible, they should try to confirm if Grayson Halliwell is still there, but otherwise an estimate of the troop strength is vitally important to the rebellion. They should also try to confirm if any of the weapons used in the attack last week are still functional, and if possible, make them non-functional.
