Greyson Halliwell Suggests Kender Rehabilitation Program

Palanthas – On Palast, Grayson Halliwell, Solamnic auxiliary mage, approached the Senate with an idea for rehabilitating and tracking the movements of the city's booming kender population.

Several months ago, Halliwell awakened the sleeping giant of the citizenry of Palanthas when he proposed a bill to allow the Kingfishers to read the minds of those entering the city gates. Ultimately, the measure was struck down. He is again before the Senate, this time offering a solution to the kender problem.

Halliwell is quoted as saying, "The kender in this city are out of control. They steal anything not nailed down. We lock them in our jail, from which they either escape or we have to release them with no oversight what so ever. I come before you with an idea to help control the lawless acts of the kender. When a kender is apprehended, unless it is in the commission of a violent crime, he should not be locked up."

"By means of an arcane symbol of my own devising, I believe I can cure the kender of their desire to handle. The symbol is dormant unless the kender handles something that does not belong to them. It activates a modified version of the alarm spell, allowing nearby guardsmen to respond."

The Senate agreed to debate the merits the proposal.
